Final rules with regard to the Emergency Medical Treatment and Labor Act (EMTALA), sometimes referred to as COBRA, became effective in 2003. In order to avoid violations and allegations of violations, not to mention potential harm to patients, hospitals and their staffs must understand and apply EMTALA requirements as they relate to dedicated emergency departments.
